Dr. I Gusti Suarnaya Sidemen

Senior Consultant for Energy

Economic Research Institute for ASEAN and East Asia (ERIA)

Gusti has been associated with ERIA since May 2024, initially serving as a CCUS Research Fellow and transitioning to a Senior Consultant role in June 2025. Prior to his tenure at ERIA, Gusti dedicated over two decades to the Government of Indonesia’s upstream and downstream oil and gas regulatory bodies. Throughout this period, he fulfilled diverse responsibilities ranging from planning and supply-demand forecasting to environmental and safety regulation, downstream licensing, internal control, and CCUS initiatives.

From 2019 to 2024, he served as an advisor for SKK Migas’s Internal Control, which is the Upstream Regulatory Body.

Between 2003 and 2007, he was seconded as a Senior Researcher to the Asia Pacific Energy Research Centre (APERC) in Tokyo.

From 2015 to 2018, during his term as Deputy Director for Environmental and Technology Policy at the Directorate General of Oil and Gas, he acted as the Asian Development Bank’s (ADB) counterpart in establishing the Indonesia Center of Excellence for CCS and CCUS and in preparing pilot CCS projects. During the same timeframe, he was also involved in regulating the design life extension of petroleum facilities in Indonesia.

Furthermore, from 2009 to 2018, he served as the Indonesian counterpart for the World Bank’s Global Gas Flaring Reduction Partnership (GGFR).

An engineer by training, Gusti holds a master’s degree in Petroleum Policy and a doctoral degree in Energy Law and Policy.
