Philippe Rose is a Senior Analyst at the International Energy Agency’s Regional Cooperation Centre based in Singapore. He leads work on Energy Technology and Innovation, supporting Southeast Asian countries in shaping clean energy policy and investment strategies across areas such as hydrogen, renewables, and critical minerals. His focus includes advancing regional cooperation, identifying technology pathways, and accelerating the energy transition through public-private engagement.
Prior to joining the IEA, Philippe spent nearly two decades at Shell in commercial and economics roles across Asia, the Middle East, and Europe. He helped the company navigate new business models in renewable power, hydrogen, and carbon capture and storage, and held leadership positions in joint ventures in Iraq and Saudi Arabia. Philippe holds an Executive MBA from INSEAD and Tsinghua University, an MA in International Affairs from The Fletcher School at Tufts University, and a licentiate in Business Administration and Economics from the University of St. Gallen.
