Before resuming his advisory role in 2022, Dr. Ruengsak Thitiratsakul served as Deputy Executive Director of the Petroleum Institute of Thailand from 2007 to 2016. During this period, he was instrumental in advancing the Institute’s mission to enhance public and industry understanding of Thailand’s petroleum, petrochemical, and energy sectors.
His responsibilities encompassed the development of technical and information services, supporting policy and regulatory frameworks, and strengthening human capital—all to foster sustainable growth and enhance the global competitiveness of Thai industry.
From 2017 to 2022 Dr. Ruengsak served as a Research Fellow at the Asia Pacific Energy Research (APERC). His work focused on projecting refinery and bio-refinery capacity and investment trends across the Asia Pacific region. He also contributed to APERC’s Energy Outlook by authoring chapters on regional energy supply. Additionally, he conducted research on key regional topics, including the Asia Pacific Energy Overview, APEC Oil Market trends, Clean Fossil Energy, and Oil & Gas Security.
Dr. Ruengsak holds a Ph.D. in Chemical Engineering from the University of Toronto, Canada. He also earned two Master’s degrees—one in Chemical Engineering from the University of Toronto and another in Manufacturing Administration from Western Michigan University, USA—as well as a B.S. in Chemical Engineering from Chulalongkorn University, Thailand.
A seasoned expert in energy policy and industry, Dr. Ruengsak brings decades of experience with a strong focus on the Asia Pacific region. He has held prominent roles in the oil industry, including senior management positions in processing and refining with leading international companies. His research and publications span a broad range of energy-related topics, including the APERC Oil Report; APEC Oil and Gas Security; Fuel Standardization in ASEAN, APEC Asia and Oceania, and APEC Economies; Bio-fuel Development in the Southeast Asia; and LPG and Natural Gas Market Dynamics and Pricing in Southeast Asia. In addition to his industry work, Dr. Ruengsak has actively contributed to academic and policy dialogue, delivering invited lectures at universities and research institutions throughout Thailand and across Asia.
